Carl Oliver reached the bell tower as the order spread across every security channel. Officers below turned toward the maintenance stairs, believing an armed fugitive had breached the Capitol perimeter. Mercer had transformed the people protecting the ceremony into an unwitting force hunting Carl. Their disciplined response made the lie more dangerous than any hired gun.
Ruiz tried to override the command, but his suspended credentials were rejected. Elena isolated the transmission and confirmed it originated beneath the stage. Rachel Fisher stood beside Jane with one hand hidden inside her jacket, keeping her close enough to prevent a warning. Guests continued smiling for the cameras, unaware that the security perimeter had already turned inward.
Jane continued smiling for the surrounding cameras. Black Widow whispered that Carl’s greatest weakness was not mercy but predictability. He always moved toward the weapon everyone could see. Mercer built the real attack around the people Carl trusted to think for him.
Inside the tower, Carl found the remote rifle aimed at the presidential podium. A pressure sensor beneath the floor armed when he approached. Touching the rifle or retreating through the door would fire it. The weapon was both evidence and trap, positioned so that any reasonable attempt to secure it would complete Mercer’s plan.
Lewis studied Carl’s body-camera feed from the service van. The mechanism resembled a range trainer they had used years earlier. Carl could interrupt the firing circuit by blocking the optical sight, but reaching it would trigger the floor sensor. Jane carried the only wireless access key taken from Shaw.
Rachel demanded the key. Jane removed it slowly, then dropped it into a glass of champagne. The liquid shorted the exposed contacts before Black Widow could catch it. Rachel’s polite expression hardened, but she could not attack without exposing herself in front of reporters.
Security officers entered the tower stairwell. Carl announced his identity and placed his rifle on the floor, yet Mercer’s command labeled any surrender attempt a deception. The first officer raised his weapon through the doorway. Carl used a hanging bell rope to pull himself above the line of fire rather than return it.
Chris interrupted the ceremony by stepping onto the stage and demanding an immediate safety hold. The master of ceremonies tried to remove him, but Lewis transmitted Shaw’s verified evidence to the press screens. Carl’s forged authorization appeared behind the podium with Mercer’s alteration timestamp.
Confusion slowed the officers but did not cancel their command. Elena located the source beneath the stage and sent Ruiz toward it. Jane kept Rachel talking, asking why a shooter of her reputation accepted orders from Mercer. Black Widow replied that she served no one; she chose the side that guaranteed a worthy opponent.
Jane saw admiration in Rachel’s fixation on Carl, stripped of affection or loyalty. Meridian had promised her a contest that could turn murder into legend. Jane told her that anyone needing civilians as targets had already admitted she could not beat him honestly.
The insult worked. Rachel drew a compact trigger from her jacket and activated the second transmitter. Instead of firing the tower rifle, it armed shaped charges beneath the memorial wall. The evacuation route now led directly across the blast zone.
Lewis recognized the charge placement from the signal map. He ordered Chris to redirect the crowd into the government archive building. Ruiz found the transmitter beneath the stage, but removing it would detonate the explosives. Elena needed ninety seconds to break its rolling code.
Carl heard the warning through his earpiece. The tower rifle’s optical unit shared the same control frequency as the charges. If he forced the weapon to fire harmlessly, its signal burst might give Elena the code she needed. Doing so required stepping onto the armed pressure floor.
Jane understood his intention from the pause on the radio. She told him not to turn sacrifice into another form of control. Carl answered that he was not choosing death; he was trusting her team to complete the second half of the shot.
He dropped from the bell rope onto the sensor and caught the rifle as it fired. By twisting the mount, he sent the bullet through the empty face of the clock tower instead of the podium. The discharge transmitted a complete authorization sequence to Elena.
The blast countdown appeared on every memorial screen. Elena broke the code with six seconds remaining and disabled all but one charge. The final device had been isolated from the network and continued toward zero beneath the central monument.
Rachel broke away from Jane and ran toward the plaza exit. Jane pursued her long enough to see Black Widow throw the physical detonator into a fountain. Recovering it would take too long, and diving after it might activate the dead-man switch. The last charge required manual disconnection at the memorial wall.
Lewis left the service van despite his injured leg. He knew the wiring pattern because Mercer had forced him to design similar charges during captivity. Jane reached the wall with him while Carl descended from the tower under escort by officers who finally understood the false order.
Behind the memorial panel, Lewis found two identical wires and no time to test them. One would disarm the charge; the other would detonate it immediately. Mercer had marked both with unit codes only Carl and Lewis would recognize.
Carl reached the barricade as the timer showed three seconds. Lewis chose the wire labeled with the date of their final mission, but Carl saw the reversal Mercer favored in training. He shouted for Lewis to stop—just as the timer reached one.
