She carried the SOVEREIGN section of the Crown Ledger, the only file important enough to steal while the command center collapsed. Jane Valentine refused to believe the theft was an accident. Black Widow had chosen the file while concrete fell around them, meaning she knew its importance before Elena announced the missing section.
Ruiz kept Mercer in restraints while agents secured the surviving evidence. Pursuing Black Widow through an unstable underground complex could cost more lives, but allowing her to disappear with the file might protect Meridian’s highest authority. Carl Oliver studied the wet floor for signs of her route.
Rachel’s injured shoulder had reopened during the escape. Small drops of blood marked the western passage, too regular to be concealed and too obvious for a woman who knew how to vanish. She wanted Carl to follow.
Jane insisted on going with him. Lewis remained with Elena and the ledger, while Ruiz escorted Mercer toward the surface. Before they separated, Mercer said Rachel would trade the file to whoever offered her the most valuable future, not the most money.
The western passage climbed toward an abandoned weapons laboratory. Rachel had left silver spider pins at two intersections, confirming the blood trail was intentional. Jane wondered whether the symbols guided them around hazards or deeper into another staged contest. Each marker forced her to accept help from a woman whose intentions remained impossible to separate from self-preservation.
A pressure mine waited beneath the third pin. Carl stopped Jane before her boot touched the plate. Rachel had marked the danger rather than luring them onto it. Whatever she intended, she did not want them dead before hearing it.
They reached the laboratory and found Black Widow treating her shoulder beside a chemical sink. The encrypted file rested on a metal table between them. She had no rifle, only a pistol placed beyond immediate reach.
Rachel said the SOVEREIGN file named the official who created Meridian and authorized Mercer to build its operational branches. She refused to return it because Ruiz’s chain of command still reported to that person. Entering the file into evidence would deliver it directly to the man it exposed.
Jane asked why Rachel had not shared that concern before stealing it. Black Widow answered that trust inside the collapsing vault would have required time they did not possess. Theft guaranteed everyone’s attention and prevented Elena from transmitting the file through compromised government servers.
Carl requested the name. Rachel gave them only a title: Deputy National Security Adviser Adrian Cole. He had supervised the public response to the Capitol attack and was already being considered to lead the independent Meridian task force.
Jane remembered Cole appearing on television beside the president, promising transparency and praising Carl’s restraint. A man positioned above agencies and investigations could bury the Crown Ledger without touching it. The organization had built its cleanup into the official solution. Public confidence would carry the evidence to him more efficiently than any armed theft.
Rachel offered to surrender the file if Ruiz created an offline chain of custody witnessed by the press, military investigators, and a federal judge. In return, she wanted protection from Meridian and consideration for testimony. She did not ask forgiveness for the people she had harmed.
Jane considered the offer realistic in a way remorse would not have been. Rachel’s self-interest could remain dependable while circumstances aligned. Carl secured the file inside a manual evidence pouch and photographed every transfer step with the passive camera.
A rumble moved through the laboratory. The Halcyon collapse had damaged the coolant reservoir above them. Water burst through a ceiling joint and spread across the floor, reaching the armed pressure mine in the passage.
They could not return the way they entered. Rachel knew a weapons-testing lift beyond the laboratory, but it required crossing a flooded electrical bay. Carl used insulated range mats to create a path while Jane carried the evidence above the rising water.
The lift opened onto the desert surface half a mile from Ruiz’s perimeter. Rachel surrendered her pistol before agents approached. She told Jane that voluntary custody was not the same as loyalty. Jane replied that no one in their group confused the two. Cooperation would be judged by evidence and actions, not a declaration made when escape had become difficult.
Ruiz established an offline evidence room inside a county courthouse, monitored by independent observers. Elena decrypted the outer layer without connecting to any government network. The file contained authorizations signed with Cole’s private cryptographic key.
Mercer watched the first page appear and laughed. He said Sovereign never issued a direct order without preparing a replacement identity. Exposing Adrian Cole might remove a public official while leaving the man behind the title untouched.
One document scheduled Mercer for transfer to a classified detention site the following evening. The order had been issued by Cole less than an hour after Halcyon fell, before official channels reported Mercer’s capture. Sovereign already knew exactly where their prisoner stood.
Ruiz’s phone rang from the task-force command center. Adrian Cole spoke warmly, congratulated them on the arrest, and announced he was coming personally to assume custody of Mercer and the Crown Ledger. His tone carried the easy confidence of a superior joining work performed on his behalf. Through the courthouse window, Jane saw a federal helicopter already descending toward the roof.
